Expected prior knowledge
Participants in this course are expected to be enrolled in or have completed a bachelor in science, technology, engineering or maths.
Course Contents
In this course you will learn to analyse problems which are not only technologically complicated, but which also involve different stakeholders with different perspectives. Such issues can be seen in transport systems and energy systems, for example, where stakeholders have different points of view about the problem and about possible solutions, and there are also uncertainties about future developments.
There are multiple ways to make decisions in such situations, but one way proven to be useful is the analytical approach - a methodology for making the problem explicit and rationalising the different potential solutions. In short: analysis based support of decision making. Creative Problem Solving and Decision Making as a course teaches you this method.
This course explores the following problem solving methods:
•Actor analysis
•Goal trees
•Causal analysis
•Scenario analysis
•Alternatives analysis
This course introduces each technique and applies each technique to a case. Ultimately, the combination of these techniques provides a coherent analysis of the problem.
Study Goals
After successfully completing this course you will be able to apply commonly used policy analysis methods to analyse socio-technical problems.

Literature and Study Materials
Recommended: Haan, Alexander R.C. de en Pauline de Heer (2015), ‘Solving Complex Problems’, The Hague: Eleven publishers. Second edition.
The videos in the MOOC refer to chapters in the course book. The first two chapters are included in the MOOC. There are written materials available in the MOOC for the other topics, so it is possible to follow the course without buying the book.
Assessment
Two hour written exam, open questions. The exam will be organized locally at your university and will be held at the same moment for all students from the participating universities.
First exam opportunity: Mid May 2017, exact date to be announced. Starting-time will be 9am CEST
Second exam opportunity: End of June 2017, exact date to be announced. Starting-time will be 9am CEST
In case one fails the first exam, a second opportunity is scheduled.

This course is open for a limited number of students from TU Delft and partner universities who are participating in the Credits for MOOCs project.
